California child custody concerns?

In California court of family law, what are the chances a California court judge will grant a father partial custody, even if he has made no effort, had no intention, or interest to see the child. He has never seen the child at all. An order is already made and mother was given full custody. Father has stated in court he can’t be fit and wanted to give up rights, etc. etc. What are the chances he can be given custody if he still has not made an effort to have a relationship with the child and is pretty much a stranger, even if he is the bio father?

If the biological mother is in the picture the chances are slim to none. If not is is still highly unlikely since he has shown no concern or given no care to the child. In our courts in Missouri you have to be proved a very unfit mother for the courts to grant full custody to the father. The fathers here usually get joint custody which is every other weekend and every other holiday and like two weeks during the summer.
