Arkansas joint custody. Can a child age 16 choose what parent to live with?

I live in Arkansas and I am in joint custody. My dad is primary and my mother is secondary. My step mom is stealing money from me, and has dishonored certain visitation rights and I wish to live with my mother who is married and has a home and is able to care for me just as well. She has also remarried to a stable man. Thanks.

    Minors can’t own money. Confront her though and just don’t leave money laying around near her. Maybe even take a few bucks back >_>
